For now, the requested option for changing the status from "Reinstall" to "Update" is not there.
Once you have updated the Package to latest version and if the user clicks on 'Reinstall' option, only the updated package will be deployed. And to notify the users, you can use our Announcement feature from Tools tab, to broadcast the message.

However, please be informed we are planing to support 'Auto Upgrade of packages' in near future. We shall keep you posted on its status through Newsletters, blogs and forums.
