1. If the FQDN and IP of Desktop Central are changed then how can we migrate the same in both Server and Client side?
2. Is there any impact on SQL if we change the Hostname of Server or migrate the application to a new server?Following the below article will help you migrate the Desktop Central server and the agents contact the new server.

4. Can we configure throttling in Desktop central client so that we can restrict download speed/bandwidth?There wouldn't be any impact on the database connectivity as long as the new server can talk to the SQL server.
3. Scenario: We have created a deployment rule to deploy application only during the non-business hour. What will happen if we fall into a situation where the download is not completed and business hour started. In this situation, what will happen:It can be configured for the remote office agents where the data transfer rate can be defined from the available options.
· Download will be paused and it will resume after business hours are over.
· Download will continue till it gets completed.
· Download will be Stopped and a fresh download will start after business hours are over.
