In my experience, if everything else is configured and working and has been working properly, the reason a configuration sticks at waiting to apply is entirely client-related.  Usually there are updates or other installations happening or a mandatory reboot pending from previous installations/updates.  Assuming Windows clients, the Application Log is your friend.
