Thanks for the post.
If the GPO is able to reach the client computer it can install the Desktop Central Agent. However, you need to check on the GPO, whether it is reaching the client computer and applying the configuration (reaching and not filtering out).
Since the DC agent is installing when tried manually it should also get installed when trying through GPO.
