Self service portal is a Enterprise edition feature. Could you
check the Desktop Central edition that you are using and update me ?.
Regarding the older build number, please clear the browser cookies
and check for the reported build number issue.
BTW : By default Self service portal will be enabled automatically
for Enterprise Edition.
