In the recent build before 92119 we have changed the Force Reboot process based on customer requirements.
So The Force Reboot policy would work as you've expected. Meaning, when this option is selected then the machines would be rebooted irrespective of Patch design.
When you select Skip reboot, if the machine does not require reboot. then the machines which does not require "Reboot" will be skipped.
